「騁志發展基金」於2012年1月31日正式成立為慈善機構（《稅務條例》第88條認可之慈善機構），是一個以人為本、推崇自強不息精神的慈善基金。

本會以社會上不同階層、不同類別以及不同年齡的人士為服務對象，例如: 青年、殘疾人士、少數族裔等。通過人才發展、主題活動、政策研究、社會創新及慈善基金五方面的發展範疇，鼓勵他們在多元化的活動中發揮潛能、挑戰自我，宣揚人文精神。同時，基金會連結城中不同界別人士、社會機構及商界，將青年發展、企業共贏及社會創新作為重要使命，致力於構建起青年、商界及機構的積極生態圈，達至共創、共融、共享的新格局。此外，本會亦以籌款及撥款形式募集資金，令旗下的計劃得以持續發展，為社會發放積極正面的力量，回饋社會。
